The second edition of PROTECTION OFFSHORE in 2006 was held at a moment when the attention of the oil industry was strongly focused on HSE. The Health, Security and Environment policy at Petrobras, as explained in their 2015 Strategy Plan, aims to consolidate HSE Standards as an intrinsic part of the planning and operational work of the company.
Recently Petrobras began to demand its suppliers fulfill international standards as a criterion for taking part in company tenders.

"Petrobras perceives PROTECTION OFFSHORE not only as a great opportunity to show its actions in the pursuit of excellence in HSE, but especially also as an event that can cultivate the culture of Security in the Campos Basin region" (Carlos Eugênio Ressurreição, Managing Director of the Campos Basin Business Unit, during the inauguration of the event in 2006).

The company invested R$ 2,817 billions in HSE in 2005*
• R$ 1,584 billion was destined to Security programs, projects and actions,
• R$ 1,049 billion to the Environmental, and
• R$ 184 millions to Health

These numbers do not include outlays on multidisciplinary Health Assistance, nor on Environmental Projects and programs developed by citizen organizations. Part of these expenses:
• R$ 777 millions were done through the PEGASO program, to which were added more.
• R$ 502 millions through TRANSPETRO.

Therefore, the total applied in investments and operations through the program reached R$1,279 billion in 2005, making for a grand total of R$ 4 billions in HSE (US$ 2,3 billions).

The improvement of the accidents and liking indicators -- strategic for the company -- shows that the best results of the program and of the return of the US$ 4 billions that have been invested between 2000 and 2006 are satisfactory. (Luis Cesar Stano - Petrobras)

SECURITY
Petrobras continues to obtain reduction in accident statistics, and is now comparable to the best level of international excellence in the oil and gas industry.

ENVIRONMENT
Environmental responsibility actions implemented in 2005 were principally focused on atmospheric emission, liquid effluents and waste; the evaluation and monitoring of ecosystem; the remediation of impacted areas, and answering emergencies.

HEALTH
Action in this area was focused on promoting health and preventing sickness amongst the work force, based on a holistic concept of health both inside and outside work.

NOTES
Developed as from 2000, PEGASO - Best Practice Program in Environment and Operational Security Management - objective has been to eliminate risks in Petrobras installations and activities, and is one of the greatest HSE initiatives of its type in the world. In all, since 2000, PEGASO has required investments and operational expenses of R$ 9,266 billions.
